Marshall Space Flight Center (MSFC) is the largest installation of the National Aeronautics and Space Administration (NASA). The Marshall Center is NASA's agency responsible for large space rockets and related research. MSFC employs about 7500 civil service employees with an annual payroll of more than {dollar}82 million. In addition approximately 4300 contractor employees work for MSFC on the Arsenal, earning an estimated {dollar}43 million. The Center occupies about 1800 acres near Huntsville, Alabama; in this large area are 270 buildings with floor space totalling about 4,000,000 square feet for a real estate and property value of about {dollar}325 million. MSFC's 1966 fiscal year budget was {dollar}1.8 billion. Obviously MSFC has much human and monetary worth behind United States round trips to the moon and beyond. In addition to its size, MSFC is unique because it has a large rocket development team with more than three decades of experience. Prior to the rocket work that dates back to Peenemuende [sic] the world heard little and cared less concerning rockets and space. As a group Marshall has always thought big. It has worked together as a group, and equally well with fellow scientists throughout the Free World, to get the most into space soonest. This is why there is increasing interest in larger and larger rockets and rocket programs from our Center, a fact generating more and more questions about our Center, and in turn generating a "workload" request for this sketch by the Historical Office. Many of the structural features of the NASA/Douglas Saturn tanks, fabricated of 2014-T6 aluminum alloy, were first developed for the booster of the Thor ballistic missile, which later found extensive use in putting space vehicles into orbit. There is a mutual dependence of important factors related to design concepts, selection of materials, processing techniques, and fabrication methods. It is shown that this mutual dependence must be considered if a successful vehicle is to emerge from design and development. Details of vehicle structure, provision for insulation, and manufacturing methods are presented. Criteria for the selection of materials is shown to be dependent on strength, ductility, weldability, toughness, fabricability, behavior at cryogenic temperatures, and on manufacturing methods and inspection techniques.Archive copy is a poor photocopy. All five fiights were complete successes, both in achieving all major test missions and in obtaining an unprecedented volume of system performance data for flight analysis.Aspects of Earth-to-orbit delivery are discussed and a cost analysis of the logistic operation and the cost of orbital operations are presented. Probabilities of success of orbital delivery and the operational and economic aspects of establishing large orbital installations and maintaining a large transportation volume in the 1975/85 time period are compared for the two cases using a large number of Saturn V versus a smaller number of 1-stage chemical Post-Saturn launch vehicles. Performance parameters of chemical, chemonuclear and nuclear launch vehicles are compared. The concept of a blunt launch vehicle configuration referred to as NEXUS is presented in detail. Applications of this configuration to chemonuclear propulsion and to a 50 ft diameter version of Saturn V with recoverable first stage are discussed.ATOLL was developed to fulfill the requirements for a common computer language that could be used by the test engineers for launch and factory checkout.
